RELATED TOPICS/EXPERIENCES: Mr. Scouten has over 35 years of experience drafting, reviewing, and defending environmental impact statements, section 4(f) documents, and defending other environmental documents and decisions. Mr. Scouten has ten years of management experience, managing a Federal Highway Administration legal office. As part of the FHWA environmental review regional teams, Mr. Scouten acquired knowledge of all aspects of the environmental process relating to transportation projects. Mr. Scouten’s role on FHWA Task Forces assisting in the development of NEPA and 4(f) policies and reviewing and commenting on draft FHWA environmental regulations has identified him as an expert in many subject areas including NEPA, Section 4(f), Historic Preservation Law, etc. Mr. Scouten’s experience goes back to the inception of most of the current environmental laws. Mr. Scouten conducted annual NEPA, 4(f), and related environmental training sessions at the Federal Highway Administration’s Division Offices within the Eastern United States for over 30 years. He also provided environmental training to state highway department employees and legal staffs as part of training sessions conducted by FHWA.

DELAWARE:
Mr. Scouten was involved in reviewing and re-drafting sections of the EIS and 4(f) Documents for the Route 13 Relief Route (Route 1), the McCormick Bridge Project, and numerous other projects in Delaware.
MARYLAND:
Mr. Scouten was involved in reviewing and re-drafting sections of the EIS and 4(f) Documents for the National Freeway Project, the Fort McHenry Tunnel Project, the Salisbury Bypass Project, and numerous other major and minor projects in Maryland.
MASSACHUSETTS:
Mr. Scouten was involved in reviewing and re-drafting sections of the EIS and 4(f) Documents for the Boston Artery Projects (Big Dig), and for numerous other major and minor projects in Massachusetts.
NEW YORK:
Mr. Scouten was involved in reviewing and re-drafting sections of the EIS and 4(f) Documents for the Camillus Bypass, the Chautauqua Bridge Project, and for
numerous other major and minor projects in New York.
PENNSYLVANIA:
Mr. Scouten was involved in reviewing and re-drafting sections of the EIS and 4(f) Documents for the I-99 Projects, Exit 7 (Now 17) at Chambersburg, the Danville Bridge Project, the Blue Route near Philadelphia, the various MonFayette Projects, the Dauphin Borough Project, the CSVT Project at Selinsgrove, the I-83 Project at York, the Philadelphia Airport/I-95 Project, the Route 33 Project in Northampton County, the Warren Street Project in Berks County, the Tioga County 6015 Project and related Native America Burial Grounds questions, and numerous other minor and major projects in Pennsylvania.
VIRGINIA:
Mr. Scouten was involved in reviewing and re-drafting sections of the EIS and 4(f) Documents for the various I-66 Projects, the Woodrow Wilson Bridge Project, the Charlottesville Bypass, the Fredericksburg Outer Beltway, and numerous other major and minor projects in Virginia.
WEST VIRGINIA:
Mr. Scouten was involved in reviewing and re-drafting sections fo the EIS and 4(f) Documents for the MonFayette Expressway, the Corridor H Projects, the Parkersburg Bypass, the King Coal Highway, and numerous other major and minor projects in West Virginia.
