He is a registered professional engineer with 31 years of experience. While at VHB, he has worked exclusively in an environmental leadership role overseeing the preparation of environmental documents, preliminary design, and coordination of the environmental permitting process for numerous major transportation projects in several states. His extensive knowledge of federal environmental regulations, processes, and permitting, and the fact that he has held environmental positions in the Federal Highway Administration, the Massachusetts Highway Department (MassHighway), and the private sector, provides him with different perspectives and a deep understanding of how transportation agencies think and work. Because he is a Professional Engineer who works in an Environmental Sciences group, he is able to bridge the gap between the two disciplines so that there is collaboration between them. His entire career in NEPA and transportation has been focused on strategizing, problem solving and moving important public projects forward.
Before joining VHB, Frank was Deputy Chief Engineer, Project Development with MassHighway where he was responsible for supervising the processing of environmental clearances for the entire MassHighway’s $400 million per year construction and maintenance program. Prior to his association with MassHighway, he was with the FHWA Massachusetts Division Office. As Staff Specialist for Environment, he was responsible for analysis and review of environmental documents; acted as staff specialist for noise, air, cultural resources, and other environmental specialties; and provided expertise to state and FHWA staff on environmental regulatory requirements.
Frank is nationally recognized in the DOT/environmental community as a result of his involvement in transportation and environmental research activities and membership on the Transportation Research Board’s (TRB’s) Environmental Analysis in Transportation Committee. In his capacity as consultant, Frank developed programmatic agreements for Categorical Exclusion Evaluations and Section 106 Consultation for the Massachusetts Highway Department.
