RELATED TOPICS/EXPERIENCES: Mr. Porter has spent most of his career at Cambridge Systematics helping Federal, State, and regional agencies identify and implement innovative approaches to transportation and land use planning. Most recently, he led a multi-disciplinary team in developing a new three-day National Highway Institute course entitled Transportation and Land Use. The goal of the course is to help practitioners develop a multimodal transportation system that supports desired land uses and to shape land uses to support the transportation system. The course places a strong emphasis on practical strategies for implementation. Mr. Porter also has conducted a number of “best practice” surveys for the National Cooperative Highway Research Program (NCHRP) and Federal Highway Administration (FHWA). For example, in 2004 he led a group of transportation professionals on a national tour to visit and document examples of innovative transportation and land use practice. He is the lead author of an FHWA Tool Kit on methods for integrating transportation and land use decision-making. Also for NCHRP, he reviewed and developed case studies of the impacts of state and regional comprehensive planning initiatives on transportation. Mr. Porter has supported land use analysis and planning methods at the statewide and regional levels for the Ohio DOT, Indiana DOT, and Vermont Agency of Transportation (VTrans), including developing a land use forecasting methodology for a suburban highway in the Indianapolis region, co-authoring a corridor management handbook for VTrans, and evaluating the land use and economic development impacts of highway improvements in Cleveland, OH.
Mr. Porter’s experience in linking transportation and land use also spans the world of transit. Mr. Porter has supported the Federal Transit Administration’s (FTA) New Starts land use evaluation process since 1998, including evaluating the transit-supportive land use of more than 30 projects considered for Section 5309 funds; developing and updating land use assessment guidance for FTA contractors; and assessing alternative land use forecasts and economic development benefits associated with projects. Mr. Porter is currently leading an effort for FTA to develop a methodology for assessing the economic development benefits of proposed New Starts projects. He recently completed a report for the AASHTO Standing Committee on the Environment reviewing the various ways in which state DOTs have supported transit-oriented development (TOD) initiatives.
