RELATED TOPICS/EXPERIENCES: Mr. Bartsch is an experienced facilitator, trainer, and public involvement professional. His area of focus is on complex, multi-party consensus-building processes. Streamlining efforts across federal and state agencies and tribal decision making processes in the transportation and water arenas are of particular interest. Bartsch is known for his ability to design and implement collaborative decision-making processes in the transportation planning and environmental context.
He has worked extensively with both highway and transit transportation projects in Colorado, across the U.S., and internationally. He is currently an instructor for the joint FHWA/FTA workshops on “Linking Planning and NEPA,” and has taught the National Highway Institute’s “Public Involvement in Transportation Decision-making” workshop over the last 5 years. Bartsch served as an instructor/facilitator for the FHWA sponsored workshops on “Improving Transportation Project Development and Environmental Reviews through Collaborative Problem Solving.” Bartsch has a solid understanding of the planning and implementation of transportation through his extensive project work with departments of transportation, transit service providers, local communities, and federal and state environmental agencies. Bartsch has consulted with the Korean and Japanese governments on the implementation of two controversial highway projects, discussing various approaches to stakeholder engagement and negotiation.
