RELATED TOPICS/EXPERIENCES: Mr. Tabachnick has significant national cultural resource expertise, working on projects across the United States for many different state and federal agencies including FHWA, FTA, NPS, US NAVY, and the US ARMY. He has conducted Section 106 of the National Historic Preservation Act historic preservation planning studies for a wide variety of resources, and has surveyed and evaluated thousands of cultural resources of all types. He has documented:
- Transportation resources (historic roads and bridges, canals, railroads, airports)
- Industrial resources (mines, company towns, gristmills, sawmills, quarries)
- Agricultural resources (farmsteads, rural landscapes
- Urban resources (rowhouses, warehouses, factories)
Over the past 20 years, Mr. Tabachnick has also been involved in archaeological investigations, primarily in the role of project oversight. His background in Anthropology and field experience has allowed him to consult closely with Principal Investigators on project approaches. He has coordinated and is familiar with all levels of investigations, from Phase IA studies, to predictive models, to full Phase III Data Recoveries.
Mr. Tabachnick has authored numerous Section 106 documents, including Historic Resource Survey Reports, Determination of Eligibility Reports, Determination of Effects Reports, Historic Context Studies, Memoranda of Agreement and Understanding, as well as a variety of mitigation documents. He is experienced in the Section 106 and NEPA public involvement processes, working with the public, organizations, state and federal agencies, as well as Native American tribal organizations.
Mr. Tabachnick has also acted as Project Manager on a variety of transportation improvement projects, including roads (widening, bridge replacements, corridor studies, interchange improvements, enhancements), aviation (runway extensions, airport expansions, terminal projects), and transit (new lines/tracks, new stations and platforms, new tunnels). He is familiar with the transportation project development process and the associated NEPA regulations, including Section 4(f). Through his knowledge and experience, Alan has been able to proactively address sensitive resource issues so projects can move forward.
Alan is active in TRB and is involved with ADC 50 (Committee on Historic and Archaeological Preservation in Transportation) as well as AL 050 (Environmental Issues in Transportation Law), and ADC 10 (Environmental Analysis in Transportation).
