RELATED TOPICS/EXPERIENCES: Mr. Soltis offers more than 30 years of experience in providing environmental management and technical support for federal, state, and local government clients throughout the US. His experience with transportation agencies includes: development of environmental stewardship programs; evaluation and development of procedures, processes, and tools for environmental management systems; regulatory compliance strategy development; and development and presentation of environmental training. Dave’s technical expertise, which covers all environmental media, includes: preparation of NEPA documentation; development and implementation of compliance assessment processes and tools; management of hazardous and solid wastes; and permit application preparation and review. Dave also participated on the Technical Advisory Group (TAG) that developed the ISO 14001 Standard.

Prepared AASHTO’s EMS guide titled Using an Environmental Management System to Meet Transportation Challenges and Opportunities. He conducted EMS implementation workshops at an AASHTO conference to present this Guide.

Currently serving as a key senior level professional on the team to develop a Statewide Environmental Management System (SEMS) for TDOT. This EMS is focused on streamlining project delivery.

Guided and facilitated the efforts of several PennDOT Engineering Districts to develop EMSs that address maintenance activities. These Districts were the first state transportation agency units to obtain ISO 14001 certification of their EMSs. Examples of benefits realized included enhance crew productivity (as much as three weeks during an average season) and reduced and avoided costs of compliance.

In support of AASHTO TEMSAP efforts Dave guided EMS planning efforts of CDOT and UDOT. UDOT activities are focused on ensuring and documenting fulfillment of environmental commitments. CDOT efforts are focused on ensuring compliance with stormwater requirements in construction projects. He is also currently guiding EMS implementation and planning efforts for the DC DOT (DDOT).

Prepared and conducted a webcast to present AASHTO EMS implementation Handy Guides.
Additional training directly related to EMS development and implementation includes: ISO 19011, Performance of Quality and Environmental Management System Audits; and, RC14001, Performance of Responsible Care 14001 Management System Audits.
