RELATED TOPICS/EXPERIENCES:  As the Vice President of Environmental Engineering of The Louis Berger Group, one of the top five ENR-ranked transportation specialty firms in the world, Mr. Lewis is recognized as the technical lead in Environmental Engineering within his firm.  He has played a lead role in providing environmental crisis response support for the air quality testing around “ground zero” for New York City Transit, as well as the testing and clean-up in NYC for the U.S. Postal Service during the terrorist attack on September 11, 2001 and the soon-to-follow anthrax attacks.  In the past year and a half, he has also helped the U.S. Postal Service create and implement a new Environmental Management System within the NY Metro Performance Cluster (which encompasses more then 400 mail processing facilities and stations in NJ and NY).

During his tenure at Louis Berger, he has worked on two mega-projects dealing with hazardous, toxic and radiological waste remediation programs; one at Fort Riley, KS, and one for the U.S. Department of Energy’s nationwide nuclear weapons site clean-up and waste management program.  He has managed multiple on-call environmental contracts for the U.S. Army Corps of Engineers, the U.S. Postal Service, the Air Force Center for Environmental Excellence, and has served as the project engineer for environmental engineering tasks with the U.S. Department of Justice, the Federal Highway Administration and the U.S. Naval Facilities Command.  In the last year, he was also hired by the Federal Highway Administration to author a new guidance manual for State Transportation Agencies nationwide on Integration of Brownfields and Other Hazardous Waste Sites into Projects an effort that is just over 50% complete.  In addition, he has authored or co-authored more than 10 technical papers and made 7 technical presentations (including 3 different papers/presentations for the Transportation Research Board).

Mr. Lewis is currently a member of both the Transportation Research Board and the Society of American Military Engineers.  Within TRB, he has been named to two consecutive terms on the Committee A1F07, Committee on Hazardous Waste Management in Transportation.  He has co-chaired the subcommittee on Research Support Activities, including support to successful efforts to foster transportation research projects on both environmental management systems and Brownfields.  In addition, he executed a nation-wide survey of State DOTs on their biggest environmental/contamination management issues and research needs.

Combined with his lifelong propensity for trying to evaluate and develop solutions for any problem that is put in front of him, Thomas has an extensive experience specializing in environmental management, hazardous waste, and remediation and pollution prevention services.  In addition to his work with FHWA, he has worked with the NJ Turnpike Authority for the past three and a half years, executing more than 20 environmental projects and policy support efforts.  He is also the lead Environmental Engineer in Berger’s 4th consecutive environmental services contract with NY City Transit, under which he has supported all of their environmental programs for 8 years – including the development of their  ISO-compliant EMS, several P2 Plans, and more than 40 hazardous waste assignments.  Finally, he is also the Program Manager on three on-call hazardous waste service contracts for the NJ DEP, including more than 25 remediation projects.
